I would make the process of going to college as easy as going to High School, going to college would be as easy as if college was 13th grade in High School, no more SAT/ACT tests to only show that you can test well but lacks to provide my value as a person. What do they think? If I don't test well then I do not deserve to get a college degree? Going to college has become another lucrative business in America, and what it's worst, it is going in the wrong direction, we are going backwards going as far back as when only the royalty was able to get higher education. Looks like all Colleges state and private, just want your money no matter what, they don't care that we end up with a student loan debt that would take 30 years to pay back or more. 

I would make the college free, just like high school, no more worry about how to pay for college, if the state can provide 13 years of free education, I am sure it could be extended 4 years more, that way I can focus on getting a degree on what I like to do the rest of my life and not being forced on getting a degree that I can just afford, I am sure there are there some guys out there that could have been the greatest doctors, scientists and inventors of new technologies but their dreams were truncated because they did not have the money to go to college.

I would make college a place where they get the best of every person and help them become what the love to do, to help them make their dreams come true, where their imagination transport them from their child dreams to a new world of reality.

Finally, if everybody is able to go to college and do what they love to do for a living, going to work would be so rewarding that nobody could wait to go to work, increasing productivity, developing new ideas and technologies, and best of all, getting the best of every single person.
